  17. <p>New York inmates may be shooting themselves so they can sue
  18. the city
  19. </p>
  20. <p>     According to Yiddish lore, the classic definition of chutzpah is
  21. a man who kills both parents and then throws himself on the
  22. mercy of the court as an orphan. Inmates in New York City may be
  23. offering a modern illustration: some prisoners may be turning
  24. guns on themselves in order to file multimillion-dollar
  25. lawsuits against the city--for failing to provide adequate
  26. protection in jail. The city's department of investigation says
  27. there are currently at least eight such suits filed or pending,
  28. seeking damages of up to $8.5 million. Investigators charge that
  29. the majority of the suits involve self-inflicted injuries; none
  30. as yet have come to trial. Since mid-1987, 12 inmates and one
  31. correction officer have been wounded by gunfire in city jails,
  32. according to the department; also, five prison employees have
  33. been arrested for smuggling guns into jail. If proved, the
  34. city's charges of self-inflicted wounds would make the criminals
  35. their own victims and perhaps the only ones who end up paying
  36. for these alleged crimes.
